What the zoning allows

The licence

Every tourist accommodation needs a business licence. The bylaw is Tourist Accommodation Regulation Bylaw No. 2142, 2017. Marketing a property counts, not just renting it.

The provincial rule

British Columbia brought in a principal residence rule for short term rentals. The Resort Municipality says it does not apply in Whistler. Local zoning, covenants and licensing govern instead.

The listing number

Since 1 May 2024 a host has had to show a valid municipal business licence number on the rental platform. Provincial registration was required from 1 May 2025.

The wildfire permit area

Schedule S of the Official Community Plan marks land High Risk, Moderate Risk or Wildland. All of it sits in a development permit area. In Wildland areas a FireSmart assessment has to show a hazard score of Low or Moderate. The plan also says most of Whistler is in or near the wildfire urban interface.

Three things that catch people out here.

One licence for the whole hotel

A Phase 2 rental covenant is a covenant on the title that puts a unit into a hotel rental pool. A property under one gets a single business licence for the whole hotel. The Resort Municipality sets that. That changes who holds what, so it is worth knowing where the building policy stops before you assume your unit sits inside it. Who pays the deductible.

What your lease makes you carry

A lease in a village building often names a limit and names who has to be added. It is a contract term, not an insurance term, and the two are read separately. The lease insurance clause.

What it would take to build back

The wildfire permit area applies to the rebuild, not to the building standing now. If the sum insured was set before those rules came in, it is worth looking at again. Commercial property.

Why Whistler files look the way they do.

Tourism Whistler counts roughly 3 million overnight and day visitors a year. Its five year plan, built on 2022 figures, records more than 13,000 local jobs and a daily population of over 35,000. The Whistler Housing Authority listed 1,363 employee-restricted rentals and 1,202 ownership units as at March 2026. A town that size, in a valley, with most of its work in one industry, reads differently to an underwriter.
